Authorities Arrest Alleged Driver in Fatal Pacific Beach Hit-and-Run

After a brief investigation, law enforcement officers arrested a 32-year-old woman who allegedly struck and killed a 6-year-old boy in an alley near the intersection of Ingraham Street and Pacific Drive in January 2026.
Investigators said after the boy was struck the first time, the woman paused for a few seconds, then accelerated southbound through the alley, running the boy over in the process. Investigators found the suspect’s vehicle in National City and charged the woman with felony hit-and-run with death/injury, vehicular manslaughter and driving without a license.
At the site of the incident, neighbors and family friends have stopped by to drop off flowers, messages of love, and candles to honor the boy’s life and memory. Courtney Rogers, a nearby resident, said Ingraham and Pacific Beach Drive are highly trafficked streets, making the road unsafe for pedestrians, cyclists, and even drivers.
“They just need to have more stop signs, lights, warning signs, flashing lights, I mean anything that we could do,” Rogers said.
“We have to invest in traffic calming measures that will slow vehicles down,” added community activist Jeremy Bloom. “Also, we have to make sure folks know that leaving the scene of a crime is unacceptable. If they do, they have to be held accountable.”
The boy was a first-grader at McKinley Elementary School in North Park. On Monday, Principal Jonathan Morello sent out a statement to the school community.
“It is with great sadness that I share the news of the passing of one of our students, Hudson, a first-grade student at McKinley Elementary School. Our entire school community is deeply saddened by this loss, and our hearts are with Hudson’s family during this incredibly difficult time,” Morellow wrote, adding that, “The San Diego Unified School District Crisis Response Team will be on campus beginning Tuesday to support our students, staff, and families.”
Tracking Down a Hit-and-Run Tortfeasor
The above story is the exception to the rule. Statistically, fewer than 10 percent of hit-and-run drivers are apprehended and convicted.
That’s mostly because of the high burden of proof in criminal cases. Prosecutors must prove guilt beyond any reasonable doubt. Since police investigators know they must amass an overwhelming amount of evidence, they usually abandon these investigations quickly.
Civil court is different on both levels, especially if a good Carlsbad personal injury lawyer handles the case.
The burden of proof in civil court is only a preponderance of the evidence, or more likely than not. So, a little evidence goes a long way. Driver identification is a good example of the difference. In criminal court, a competent eyewitness must get a good look at the actual driver at or near the time of the wreck. But in civil court, a Carlsbad personal injury lawyer must only locate the vehicle’s owner. It’s more likely than not that the owner was driving the vehicle at any given time.
Furthermore, a Carlsbad personal injury lawyer dedicated substantial resources to hit-and-run investigations. These resources usually include human resources, such as private investigators. Additionally, lawyers don’t give up until they obtain maximum compensation for serious injuries.
Dangerous Roads and Car Accidents
Hazardous roads that don’t sufficiently protect people with low speed limits and traffic calming measures often contribute to car crashes. Unfortunately, the sovereign immunity rule often protects municipal planners from liability in these situations. The official immunity law is the same law that protects police officers in shooting cases.
However, official immunity usually doesn’t apply to ministerial tasks, such as properly maintaining signs, stoplights, and other traffic control devices.
Additionally, from a legal perspective, dangerous roads often contribute to car crashes, but they rarely substantially cause them. The substantial cause, which is all that matters in court, is almost always driver error.
